Although girls would probably love to be on fire the way Katniss is in the book, this is currently impossible. The technology and clothes we have right now cannot create the "story's 'synthetic fire' that poses no threat to Katniss". So how did the filmmakers do it then? With CGI of course. If the director was to actually light Jennifer's clothes on fire, they would have needed a stunt double.
